CONSULTANCY SERVICES TO CONDUCT AN END OF PROJECT EVALUATION FOR THE STRENGTHENING YOUTH AND CIVIL SOCIETY ENGAGEMENT WITH GOVERNMENT IN UGANDA PROJECT |
This assignment was an analytical, evidence-based end-of-project evaluation commissioned by the Anti-Corruption Coalition Uganda to assess the outcomes and impacts of the Strengthening Youth and Civil Society Engagement with Government in Uganda project, implemented across nine districts. The consultancy involved the design and application of mixed quantitative and qualitative methods to document project indicator performance, assess changes in youth and CSO capacity for accountability engagement, and analyze factors affecting outcomes and sustainability.
The evaluation provided clear evidence that the project improved youth participation in transparency and accountability, increased access to information for safe reporting, and strengthened grassroots CSO coordination. It also provided actionable recommendations for ACCU’s future anti-corruption initiatives.

CONSULTANCY SERVICES TO A BASELINE SURVEY OF THE ‘ENHANCING GOVERNANCE FOR INCLUSIVE DEVELOPMENT (EGID) PROJECT.

This assignment involved providing consultancy services for the baseline survey of the Enhancing Governance for Inclusive Development (EGID) Project. The project aimed to generate robust evidence to inform project design, targeting, and performance measurement. The role included team leadership, technical backstopping, and coordination of field data collection and stakeholder consultations. It also involved managing contractual obligations, client communication, and quality assurance throughout.
The consultancy delivered a rigorously analyzed baseline dataset and a high-quality report. Both were validated through site visits and stakeholder engagements. These products established credible benchmarks for governance and inclusion indicators. They enable the client to track results, manage risks, and make evidence-informed decisions.

CONSULTANCY SERVICES TO EVALUATE DIGITAL CAMPAIGNS UNDER RIGHT HERE RIGHT NOW 2 (RHRN2) PROGRAM IN UGANDA

The assignment, “Consultancy Services to Evaluate Digital Campaigns under the Right Here Right Now 2 (RHRN2) Program in Uganda,” assessed the effectiveness, reach, and impact of digital advocacy campaigns implemented under the program. The objective was to generate evidence on campaign performance both online and at the community level. The findings aimed to provide actionable insights to strengthen future digital engagement strategies.
Segment Consult Worldwide Ltd led the entire evaluation process, overseeing project coordination, methodology design, and stakeholder engagement. The tasks included conducting a desk review, developing and finalizing the inception report, and designing data collection tools. Segment Consult oversaw fieldwork in targeted districts and supervised the recruitment and training of research assistants. Quality data collection was ensured, and the Segment Conuslt led analysis of field data and digital campaign metrics. The assignment concluded with a comprehensive evaluation report offering evidence-based findings and recommendations.

This exercise was an analytical and evidence-based assessment commissioned to evaluate the outcomes and effects of water and sanitation interventions in the South Western region of Uganda. The consultancy involved a comprehensive process that included data collection, analysis, and reporting on key performance and impact indicators.
In essence, this impact evaluation provided a detailed understanding of how the Water and Sanitation Development Facility – South West interventions contributed to improved access to safe water, better sanitation outcomes, and strengthened management capacity at the community and institutional levels.

Segment Consult Worldwide Ltd was contracted to conduct a monitoring survey aimed at generating evidence-based insights into how the program was performing against its key indicators, as defined in NURI’s Monitoring and Evaluation (M&E) framework. Overall, the project provided a clear picture of progress and outcomes achieved under NURI’s resilience, infrastructure, and water resource initiatives in Northern Uganda. It helped the program assess its effectiveness, identify implementation gaps, and inform future planning and decision-making. |
